Apply to PhD

The Graduate School accepts about 60 full-time graduate students per year. This ensures low numbers of students for each faculty member so that we can deliver best-in-the-world teaching to our graduate students. The basic requirement for the OIST Graduate Program is completion of a bachelor’s, master’s, or equivalent degree before the admission date. Students may submit an application at any time. Your application will be considered at the next admissions committee meeting. Shortlisted candidates will be invited to the Admissions Workshop , held on-campus twice a year, as part of the selection process.

Eligibility

Those who graduated with a bachelor's or master's degree or expect to complete their degree before the enrollment date are eligible to apply.

Application Procedure

We only accept application documents online. To apply for the program, you must create an account. Please prepare all required documents in English, save them as a PDF file, and upload them to the application website .

You can complete the application in one session or save your progress and return to finish it later.

Note: We recommend using a computer when preparing the online application. If you prefer using a mobile device, please make sure to have the latest operating system for the application website to work properly.

Required Documents

Scanned copies of your current academic transcript and any other transcript from your past degree (BSc, MSc, etc.) along with completed diploma (BSc, MSc, etc.) in PDF format.

  • A scan of an unofficial transcript or other record of grades may be uploaded to the application website.
  • English explanation is required for transcripts that are not written in English.
  • If you have not graduated and do not have a diploma yet, please upload a certificate of enrollment from your institution, preferably indicating your expected graduation date.

This should be no more than 400 words (2500 characters) and should address the following points:

  • The applicant’s scientific interests and aspirations.
  • What the applicant hopes to gain from undertaking graduate studies at OIST.

Each applicant is required to have at least two and no more than five letters of recommendation from appropriate academic recommenders. Two is the minimum requirement, but as a rule, it is very helpful for the admissions committee to have more than two letters.

Please ensure you obtain permission and confirm that you have the correct email address before entering contact information. Your recommender will receive an automatic message from OIST requesting them to submit a recommendation letter. Recommenders must follow the instructions provided in the email. OIST does not accept recommendation letters submitted directly by applicants.

Please be considerate of your recommenders and ensure they have ample time to submit their recommendation letters before the application deadline. OIST does not grant any deadline extensions.

OIST declines to disclose any submitted recommendation letters. To ensure the objectivity of the evaluation, recommendation letters will remain confidential, and applicants will not be permitted to view the letters submitted.

You can only submit your application after at least two recommendation letters are received in the application system.

An applicant who is seeking admission on the basis of a qualification from a university for which the language of teaching and/or examination is not English is required to provide a TOEFL iBT or IELTS score obtained within the last two years. Please upload a digital copy of your official score report to the application website.

There is no minimum score required but the information is needed to determine preparatory course requirements.

The application system requires applicants to provide their passport number and upload a scan of the passport photo page. It is essential for applicants from outside Japan to have a valid passport for travel to Japan. Ensure that you include your passport details during the application process.

If you do not have a passport at the time of application, you can upload other government-issued identification documents instead. However, if you are shortlisted for the interview, OIST will need a copy of your valid passport immediately to prepare your visa application and travel arrangement to attend the Admissions Workshop in Okinawa.

Please upload a recent photo taken withing the last three months, showing your face from the front in standard passport orientation.

Optional Documents

The following documents may be submitted optionally, and will be taken into consideration if available:

  • Additional evidence of academic ability such as Graduate Record Examinations (GRE) General Test or specific test scores obtained within the last two years.
  • Additional material such as the title and abstract of publications and oral presentations, and other evidence of achievement.

Note: The OIST Graduate School reserves the right to request an external evaluation of academic qualifications from any applicant.

Graduate School Admissions - Doctoral programmes

In order to enter Degree programs, students have to take and pass the entrance examinations and an interview conducted by Kobe University. Following are the general information on eligibility, selection method, and admission information for each Graduate School.

Eligibility

Applicants must be foreign nationals who do not hold Japanese nationality and have successfully completed 16 years of school education or the equivalent. Those who are expected to graduate by March 31 of the year they are entering are also eligible.

Selection Method

Students are selected by academic records and the result of the paper based and oral examinations conducted by each Graduate School. The types of examinations vary according to each Graduate School.

  • Many international students choose to enter Kobe University as a Research Student non-degree seeking student conduct research while improving their Japanese language ability for about 1 year, and then move on to a degree-seeking program after passing the entrance examination.

How to Apply

Graduate Schools either do or do not require students Graduate School, but it is always better to decide the faculty member by whom you wish to be supervised, considering your own research topic. Check the information about the faculty members at Master’s Programs and Doctoral Programs and contact the faculty member directly.

  • When contact information is not available on the website of Graduate School, contact the Student Affairs Section of relevant Graduate School .

2. Obtain Application Information and Application Forms

When to request.

Application information is usually available on the Graduate School website and also on the website of Japan Study Support. However in order to apply, applicants have to obtain the original application forms. Each Graduate School distributes application forms at certain period usually once a year or twice a year.

Where and How to request

Applicants can obtain application forms either by visiting the office of each Graduate School directly or requesting by post. When requesting by post, be sure to enclose a return envelop with the necessary stamp attached to the Student Affairs Section of respective Graduate School.

  • The return envelop should be a size that can enclose an A4-size Legal size without folding the forms.
  • Please attach the necessary amount of stamp to the return envelop.
  • For detailed information, please check the website of the relevant Graduate School.

When to apply

Each Graduate School has certain application period usually once a year or twice a year.

Where and how to apply

Send the Student Affairs Section of respective Graduate School the necessary application materials by post. Must reach by the deadline, late arrival would not be considered for admission.

  • Students who have different educational background than that of shown on page 59 need to be pre-assessed before application. Please inquire Student Affairs Section of respective Graduate School for detailed information.

4. Take the Examination

Each Graduate School has its own examination schedule. All examinations are conducted at Kobe University. Applicants should make arrangement to come to Kobe at this time.

5. Acceptance

How to find out the result.

In early March, applicants will receive an admission notice and other information by post if they passed the examination. Applicants who failed the examination will not receive the notice. If accepted, applicants must make the payment of admission fee by bank transfer, and submit the necessary documents.

6. Prepare for Coming to Japan

Prepare passport and visa (when applicants reside overseas).

In order to enter Japan, international students must have a passport and a “College Student Visa”. Please refer to “Procedure for Entering Japan” for details on how to apply for the visa.

Secure Accommodation

There are University housings and other accommodation that students can apply for through the university, but these rooms are limited. Please use the “Kobe University Student Apartment Search System” to look for private apartment. This system has been established with Nasic National Student Information Center for Kobe University international students. Students can also use this search system to reserve an apartment from overseas. It is available in 4 languages (Japanese, English, Chinese, and Korean) and will also support students with lease agreement. For more information please refer to “Housing information”.

Students can also search apartment through Kobe University Co-op Service Center after arrival in Kobe.

Reserve an airplane ticket and purchase a traveler’s insurance. (Recommended but optional) (when applicants resides overseas)

Distinctive Features

This program was established in 1999 in order to enable international students to continue their studies using English and to acquire a doctoral degree. Proficiency in Japanese is not generally considered in the selection process, although a high proficiency in Japanese may be required for some applicants, depending on their research topic. This is a highly competitive program and only those having excellent academic credentials and outstanding potential will be accepted.

Study Requirements and Degrees Granted

Students will be assigned an academic supervisor with whom they will work to pursue their research. All students are required to take a candidacy examination before completing their doctoral thesis. Students who have obtained the status of doctoral candidate and completed their thesis must pass a final examination and have their thesis approved by the GSICS faculty. The standard duration of study is three years. For students of exceptional capability, the duration may be shortened. Students who have successfully completed the requirements will be granted one of the following doctoral degrees: Doctor of Philosophy, Doctor of Philosophy in Economics, Doctor of Laws, or Doctor of Philosophy in Political Science.

In the doctoral program, students are required to take Advanced Research (8 credits) and Advanced Research Presentation (2 credits). They must also earn a total of at least 4 credits from among the following (2credits): Workshop I, Workshop II, Internship, Advanced Overseas Research, and International Organization Management. Students must also receive instruction regarding the writing of their thesis from their academic supervisor.

Graduate School of Medicine

The Graduate School of Medicine promotes and conducts leading-edge research in the life and health sciences, medicine, and nursing. Our research and education programs encompass all fields of medicine and produce graduates who assume their roles as international leaders with creativity and high ethical standards. Our thirteen departments offer doctoral degree programs in medicine and health sciences, a master's degree program, and a professional degree program.

The “Ph.D. in Medicine” is offered in nine specializations: (1) Molecular Cell Biology, (2) Functional Biology, and (3) Social Medicine, in basic medicine; (4) Internal Medicine, (5) Reproductive, Developmental, and Aging Sciences, and (6) Surgical Sciences, in clinical medicine; and (7) Pathology, Immunology, and Microbiology, (8) Radiology and Biomedical Engineering, and (9) Neuroscience, which are multidisciplinary programs with basic and clinical components. The “Ph.D. in Medicine” program is open to students from a wide range of backgrounds. Specializations in basic medicine are suitable for all graduate students, regardless of their undergraduate degree. The clinical specializations are designed for students with a medical license, but applicants with suitable interests and educational goals will be considered.

The “Ph.D. in Health Sciences” is offered by the Department of Health Sciences and Nursing and Department of International Health. The Department of Health Sciences and Nursing provides research and training opportunities for students interested in the multidisciplinary study of human health and nursing, and offers training for nurse practitioners. The School of International Health contributes to research on concerns related to population health worldwide. To accomplish this, it leverages international cooperation in academic disciplines ranging from the biomedical sciences to social medicine. This unique program transcends degree and departmental boundaries.

The Department of Medical Science offers a two-year master's degree program for a diverse pool of students. Students learn the principles of basic medicine during six months of coursework, after which they are assigned to a basic medicine laboratory to improve their research skills. After graduation, those who desire further study may enroll in the “Ph.D. in Medicine” program.

In 2007, the School of Public Health started its professional degree program for specialists in public health. This program is designed to produce graduates who will lead in maintaining and enhancing public health, improving the health of patients, and developing and implementing social systems that contribute to public health.

Department of Internal Medicine

In Japan, PhD is called 博士号 (Hakushigo) . PhD stands for “Doctor of Philosophy”, and graduates are bestowed the title of “Doctor (Dr.)”. In Japan, Doctor (Dr.) is called 博士 (Hakase), though most people go by 先生 (Sensei) . 

Program Types, Their Durations, and Admission Requirements

The duration of a PhD program depends on your choice of subject and research thesis. Typically, a PhD program takes around 5 years to complete for those who graduated from a 4 years long undergraduate program. Specialized fields like medical, veterinary, pharmaceutical and dental have 6 years long Bachelor’s degree programs and no Master’s program, and therefore their PhD programs are 4 years long. 

In Japan, PhD programs are commonly split into 2 phases. Depending on their highest level of education (Master’s or Bachelor’s), students have an option of starting from the first phase or skipping to the second phase.

First Phase is called First Half of a PhD Program (2 Years)

Called 博士前期課程 (Hakushi Zenki Katei) , the first phase’s curriculum includes studies to obtain a Master’s degree , which is a prerequisite requirement for most PhD programs. The first phase is a 2 Years long program.

According to JASSO , one of the following admission requirements must be satisfied to be eligible to join this program:

  • Graduates from 4 Years long university program (Japanese university)
  • Graduates with Bachelor’s degree from at least 3 Years long foreign university program; 5 Years for medical, dental, pharmaceutical or veterinary 
  • Graduates of Bachelor’s degree from the National Institution for Academic Degrees and Quality Enhancement of Higher Education
  • Graduates from National Defense Academy of Japan, Japan Coast Guard Academy, Meteorological College, or any ministry or agency established academy or college
  • Graduates from international schools in Japan that are officially recognised as being equivalent to an overseas university
  • Those who have completed specialized coursework at designated vocational schools
  • Those who have completed 16 Years of formal study in their home country; 18 Years for medical, dental, pharmaceutical or veterinary 
  • Those who have completed 16 Years of formal study in Japan via online curriculum offered by an overseas institution; 18 Years for medical, dental, pharmaceutical or veterinary 
  • Those who have completed studies at school under Japan’s old education system
  • Those aged above 22 who are admitted based on individual admission qualification selection

Second Phase is called Second Half of a PhD Program

Master’s degree holders can skip the first phase to join the second phase. Called 博士後期課程 (Hakushi Kouki Katei) , the second phase is typically 3 Years long , but 4 Years for medical, veterinary, pharmaceutical and dental fields. 

  • Graduates with a Master’s, professional degree, or equivalent foreign degree
  • Graduates with a Master’s or professional degree from an overseas institution done via online curriculum while living in Japan
  • Graduates with degrees equivalent to a Master’s or professional degree from international schools in Japan recognised as being equivalent to an overseas graduate school
  • Graduates with Bachelor’s or equivalent degree who have completed minimum 2 Years research at university or research facility having the same academic prowess as a Master’s degree holder
  • Those with a degree equivalent to a Master’s degree from United Nations University 
  • Those aged 24 or above who are admitted based on individual admission qualification selection

This is to ensure that you are able to understand the curriculum in order to complete the course.

There are programs taught mostly in English with supplementary Japanese, as well as programs taught completely in English. 

For English-taught PhD programs, students may be asked to demonstrate their English language proficiency with English proficiency certifications like IELTS, TOEFL, or TOEIC. This requirement may be exempt for individuals whose undergraduate or Master’s degree shows high mastery in English.

The applicable status of residence for international students in Japan is 留学 (Ryuugaku), aka “Study Abroad”. 

Coming from Overseas

If you are coming from overseas to study for a PhD in Japan, you will need to apply for a Certificate of Eligibility (COE) through your university in order to obtain a Visa to enter the country. Upon entering Japan, you will be bestowed a status of residence and a residence card, which acts as your identity card.

Existing Resident in Japan

If you are an existing resident in Japan, you will not need a Visa or a Certificate of Eligibility, which are required for first entry into Japan. 

If you are already an international student in Japan, and planning to advance your studies to Master’s or PhD, then you may need to apply for “Extension of Period of Stay”, which can be done easily online now. Learn how to do it step by step here .

If you are a resident in Japan, but on a different type of status of residence, say the most common “Engineer / Specialist in Humanities / International Services” or some other type of work visa, then you will need to apply for a “Change of Status of Residence”. This can also be done online now with a My Number Card and IC card reader. 

In Japan, universities and graduate schools can be divided into 3 types of institutions - national, public and private. The admission and tuition fees for each type of institution is different with national schools having the lowest cost. 

In Japan, the first year’s cost for university and graduate schools is higher than the subsequent years. This is because applicants need to pay an admission fee in addition to the year’s tuition fee. 

The first year, aka admission year, cost for PhD that consists of that year’s tuition fee and an admission fee is:

  • Approx. 820,000 Yen for National Institution
  • Approx. 900,000 Yen for Public Institution
  • Approx. 850,000 Yen (medical studies) or 1,100,000 Yen (non-medical studies for Private Institutions

Scholarships

2025 university recommended japanese government (mext) scholarship – general.

In the scheme of the MEXT Scholarship with University Recommendation, each Japanese university will conduct the preliminary selection and recommend their candidates to MEXT. All prospective applicants’ first contact must be the university/graduate school where they wish to study.

1. Qualifications and Conditions

Graduate School of Science, The University of Tokyo accepts applications from international students for study in Japan who satisfy the following qualifications and conditions. Its aim is to foster human resources who will become bridges of friendship between the recipient’s country and Japan through study in Japan and who will contribute to the development of both countries and the wider world.

(1) Number of Places

The number of applicants to be nominated by the Graduate School of Science to the University of Tokyo, as well as the number to be subsequently nominated by the University of Tokyo to MEXT, shall be finalized after the application period has closed. In the last round (application for 2024 entrance) each Graduate School was allowed to nominate at most one applicant, and the University of Tokyo was allowed to nominate at most three applicants to MEXT.

(2) Eligibility

International students with outstanding academic records (*1) who wish to enter Japan in October, 2025 as a new student (*2) to study in the Master's or Doctoral Program at the Graduate School of Science. Additionally, applicants who have completed their admission application for entering the Master’s/Doctoral Program following the “ Instructions for International Students applying to the Graduate School of Science (Special Selection for International Applicants)”

(*1)   Applicants who have already graduated from their latest degree program should have a final grade point of 2.30 or higher, while current students should have a grade point of 2.30 or higher for their current courses, and both should be expected to maintain the same academic standards during the course of the scholarship program. * Grade points shall be calculated according to a formula specified by MEXT. Furthermore, students must meet one of the criteria given under " (7) Language Proficiency " given below. (*2)   Please refer to (11) Non-eligibility 5. to confirm your eligibility.

(3) Nationality

Applicants must have the nationality of a country with diplomatic relations with the Japanese government. Applicants who have Japanese nationality at the time of application are ineligible. However, Japanese nationals that reside outside of Japan at the time of application, holding dual nationality with another country, and plan to renounce their Japanese nationality before arrival (equivalent to the time when they enroll as a student at a Japanese university), may apply.

In principle, applicants must be born on or after April 2, 1990.

(5) Academic background

Applicants must have the necessary qualifications to be admitted to the Graduate School of Science, the University of Tokyo as a Master's or a Doctoral Program student.

(6) Field of Study

Applicants should apply for the field of study that they studied at their previous university or a related field. Applicants should select a field that they are able to research at their chosen host university in Japan.

(7) Language Proficiency

Applicants must meet one of the language requirements in either English or in Japanese as described below:

  • Holds an English proficiency test score equivalent to B2 or above on the Common European Framework of Reference for Languages (CEFR) scale (e.g. TOEFL iBT 72 or above, IELTS 5.5 or above). * To see what counts as "B2 or above on the CEFR scale", please refer to the CEFR Equivalency Chart.: To see the CEFR Equivalency Chart, please click here.
  • Has completed an educational program whose primary language of instruction is English that satisfies the entrance requirements to the Master's Program or Doctoral Program at the Graduate School of Science, the University of Tokyo.
  • Has passed the Japanese Language Proficiency Test (JLPT) with a score of N2 or higher.
  • Has completed an educational program whose primary language of instruction is Japanese that satisfies the entrance requirements to the Master's Program or Doctoral Program at the Graduate School of Science, the University of Tokyo.

Applicants must be physically and mentally healthy enough to pursue their studies in Japan.

(9) Arrival in Japan

Applicants must, in principle, be able to arrive in Japan by a date specified by the accepting university which in principle shall be within two weeks before or after the first day of the semester (October 1) in the year specified by the accepting university.

If applicants cannot arrive in Japan by the date specified, they must withdraw their application unless under unavoidable circumstances as deemed by MEXT. Furthermore, if applicants travel outside of the period specified above due to personal reasons, the cost of travel will not be paid.

(10) Visa Requirements

An applicant shall, in principle, newly obtain a “Student” visa at the overseas establishment of Japan located in the applicant’s country of nationality and enter Japan with the residence status of “Student”. If the applicant lives in Japan exceptionally under a residence status other than “Student” before acceptance, the applicant must change his/her status to “Student” by the end of the previous month before the installment of scholarship payment. Please be aware that even if the applicant applies for the permanent-resident or long-term resident status of residence after the expiration of the status as a Japanese Government (MEXT) Scholarship student, the possibility exists that the application may not be approved. Moreover, as the Japanese government requires pre-arrival tuberculosis screening for some countries, applicants obtaining a visa shall follow guidance at the overseas establishment of Japan located in the applicant’s country of nationality.

(11) Non-eligibility

Applicants in the following categories are ineligible for the Japanese Government (MEXT) scholarship. They must decline the scholarship offer if they are found to fall under any one of the following criteria upon their selection.

  • An active member of the military or a civilian employed by the military.
  • An applicant who is unable to travel to Japan within the period designated by MEXT or the University of Tokyo.
  • those who have at least three years of educational or work experience following the end of the payment of the previous scholarship and the start of this scholarship;
  • the past recipients of Japanese Studies Students program who have graduated or are going to graduate from universities in their home countries, Japan-Korea Joint Government Scholarship Program for the Students in Science and Engineering Departments and Young Leaders’ Program;
  • those who have obtained or are expected to obtain a degree as undergraduate students of the Japanese Government (MEXT) Scholarship programs (university recommendation/special selection).
  • An applicant who is also applying for a Japanese Government (MEXT) Scholarship for another AY2025 program.
  • An applicant who is residing in Japan.
  • An applicant who is planning to receive scholarship money from an organization other than MEXT (including a government organization of the applicant’s country) on top of the scholarship money provided by MEXT after the start of the scholarship payment (the acquisition of student status).
  • An applicant who is "expected to graduate by the entrance date" at the time of application but then cannot provide proof of completing a degree by the designated deadline.
  • A Japanese national who has dual nationality with another country, and is not able to provide proof of relinquishing Japanese nationality by the day of arrival.
  • An applicant who is, as of the time of application, planning a long period of fieldwork or internship in a country other than Japan or a long-term leave of absence, etc.
  • Those who do not intend to go on to regular (degree-seeking) programs
  • Those who do not plan on pursuing further academic degrees.

(12) Other Provisions

While they are studying in Japan, applicants are expected, as someone who will contribute to the globalization of Japan, to broadly participate in regional schools and activities to contribute towards the mutual understanding between their home country and Japan. Furthermore, they are expected to maintain a close link with the universities they studied at even after they have graduated and cooperate in various manners, such as answering questionnaires etc. Also, on returning to their home country, they must take part in the various activities organized by the Japanese government's missions overseas to enhance the relationship between Japan and their home country.

2. Period of Scholarships

(1)For a recipient who will enroll in a Master's Program or Doctoral Program, the scholarship will be payable for the standard period of time necessary for the recipient to complete his or her program (standard course term), starting from October 2025.

  • Master's Program = October, 2025 - September, 2027 (2years)
  • Doctoral Program = October, 2025 - September, 2028 (3years)

(2)Extension of the Scholarship Period

If a recipient in the Master's Program desires to proceed to the Doctoral Program, the period of the scholarship may be extended upon rigorous examination by MEXT, provided that the student has achieved outstanding academic performance that meets certain criteria. Please note that not all applicants will automatically be given an extension for scholarship, and that you should be aware of further reservations listed below;

  • For the extension of the scholarship period to be approved, the recipient's application for extension must be accepted as well as the recipient passing the entrance examination to the graduate school of their choice and accepting their enrollment as regular (degree-seeking) student.
  • The scholarship will be terminated if a recipient proceeds to another academic program without receiving permission for and extension of the scholarship (Note: it is possible for students to progress by becoming self-supported international students).
  • Entering a graduate school of another university is not allowed when moving up to the Doctoral Program from a Master's program. (However, entering a graduate school of another university as a self-supporting student is permitted.)

3. Scholarship Benefits

(1) allowance.

The amounts of monthly stipend for AY2025 have yet to be determined. As an example, the monthly amounts for AY2024 will be presented below. (These amounts are subject to change depending on the size of the annual fiscal budget each year, commodity prices, etc.)

AY2024 actual amounts

144,000 yen/month (for a student of a Master's Program), or 145,000 yen/month (for a student of a Doctoral Program) (an additional monthly stipend of 2,000 or 3,000 yen may be added to those students undertaking study or research in some designated regions of the country).

The scholarship will not be paid to a recipient during a leave of absence or a long absence from his or her university.

(2) Traveling Costs

MEXT will stipulate the travel schedule and route, and provide an airline ticket. The airline ticket will be an economy-class ticket for the flight from the international airport closest to the recipient’s residence (in principle, the country of nationality) to an international airport in Japan used on the normal route to the accepting university. The recipient shall bear at their own expense all costs related to domestic travel from the recipient’s residence to the nearest international airport, airport taxes, airport usage fees, special taxes necessary for travel, travel expenses within Japan (including airline transit costs), travel insurance expenses, carry-on luggage or unaccompanied baggage expenses, etc. The recipient shall also bear at their own expense travel and lodging costs incurred in a third country if the recipient must travel to a third country before coming to Japan for visa purposes because there are no Japanese diplomatic missions in their country, and the Japanese diplomatic mission is closed in their country, or if there are no direct flights from the recipient’s country of residence to Japan. MEXT will provide an economy-class airline ticket from the recipient’s country of residence to the said third country, and from the third country to an international airport in Japan used on the normal route to the accepting university.

In principle, the address given in the space for “Your address before departure for Japan” on the application form shall be recognized as the “residence”, and the airline ticket will be arranged for a flight from the international airport nearest to that address. Except for cases when the recipient must travel to a third country to obtain a visa, MEXT will not provide an airline ticket for cases of travel to Japan from a country other than the recipient’s country of residence due to the recipient’s personal circumstances.

[2]Transportation from Japan:

In principle, MEXT will issue airline tickets to recipients who return to their home country within the final month of the scholarship period as specified in "2. Period of Scholarship" above upon application following their graduation from university.

Recipients will be provided with an economy class air ticket for a flight from Narita or Haneda International Airport (or an international airport the recipient's university normally uses) to the international airport closest to their place of return (in principle, within their home country). Please be aware that costs incurred for transportation from the recipient's residence to the nearest international airport in Japan; airport tax and surcharges; other special local taxes incurred when travelling; local travel expenses within Japan (including any costs if transferring by air); insurance premiums for travel to Japan; sending baggage as well as unaccompanied baggage; are the sole responsibility of the recipient.

Recipients who return to their home country before the end of the scholarship period for personal reasons or because of items as stipulated in 4. Suspension of Scholarship Payment below will not be provided with return airfare.

Traveling expenses will not be included in the travel allowance if a recipient decides to remain in Japan (for example; continuing the education at a higher level or entering employment in Japan) after the period of scholarship ends and temporarily leaves Japan.

(3) School Fees

Enrollment and Tuition fees will be exempted.

(4) Suspension of Scholarship Payment

The scholarship will be cancelled in the following cases. If a recipient receives the scholarship even though he or she is judged ineligible due to one of the following cases, the recipient may be ordered to return all or a part of scholarship money received. Please note that payment of the scholarship may be stopped during the time while decision is being made on the disciplinary action.

  • If any portion of the recipient's application documents is found to be false or wrongly stated.
  • If a recipient is in breach of his or her pledge made to the Minister of MEXT (Monbukagakusho).
  • Given life or more than one year of imprisonment with or without hard labor having been convicted of breaking the law in Japan.
  • If a recipient is punished by expulsion, suspension, admonishment, or any other similar disciplinary action, in accordance with the university rules.
  • If a student is deemed not to be able to complete the program within the standard duration due to unacceptable academic performance, student's suspension or student's leave of absence.
  • If a recipient does not obtain a new "Student" status before arriving in Japan or the recipient's resident status of "Student" changes to any other status.
  • If a recipient receives another scholarship (except for a scholarship designated for research expenses).
  • If a recipient proceeds to a higher academic program without obtaining permission to extend the scholarship period from MEXT.
  • If a recipient leaves the host university or is transferred to another graduate school.

Application Instructions

  • Applicants must submit the required documents for MEXT Scholarship after completing their admission application for entering the Master's/Doctoral Program, following the " Instructions for International Students applying to the Graduate School of Science (Special Selection for International Applicants) ".
  • These documents must be written in either Japanese or English. They must be created in A4 format using software such as MS Word and must be printed double-sided (duplex printing). A document written in any other language must be accompanied with a Japanese translation.
  • Submitted documents will not be returned.
  • An application passed the submission deadline is not acceptable.
  • An application will not be considered unless all application forms and necessary documents are completed correctly and all accompanying documents are complete.
  • In some countries, a graduation certificate and other documents are issued by a government administrative office. In this case, the University of Tokyo may need to confirm with a student's previous university that the certificate issued contains no erroneous information.

(2) Nomination Process

After nomination by the Graduate School of Science, nominees for the MEXT selection will be decided in a selection process for the entire University of Tokyo. After the University of Tokyo nominates its candidates, the grantees will be decided upon screening at MEXT.

5. Application Period

From October 10 to October 31, 2024, Japan Standard Time The electronic application must be submitted within the application period.

6. Application Submission Method & Contact Address

Applicants must submit the required documents to apply for the MEXT Scholarship after applying for admission to the Graduate School of Science (Master's/Doctoral Program). For an application to count, both MEXT scholarship application as well as the Graduate School of Science admission application must be completed before the application deadline through the respective online forms.

Notification of Nominees

The nominees selected by the Graduate School of Science will be notified by e-mail in mid-February, 2025. The unsuccessful candidates are also notified by e-mail.

The nominees selected at the University of Tokyo selection stage will be further notified by e-mail in April 2025. The candidates found unsuccessful at this stage are also notified by e-mail.

Official Notification of Grantees

On receipt of the official announcement of the decision by MEXT, the grantees will be notified in June, 2025(tentative). The unsuccessful nominees will also be notified.

This program’s objective is research and provide our students with the tools needed to detect, evaluate, analyse, and solve the issues related to health and disease in our society. The professionals who graduate from our program are expected to be involved in advanced education and research in the fields related to health, medicine and welfare. We are looking to welcome people from a wide range of interdisciplinary studies, from humanities and social sciences to natural science, who are highly motivated to be involved in the above mentioned research.

Kyoto University School of Public Health offers a one-week travel “Super Global Course” (SGC) scholarship for students who are interested to conduct research with overseas co-supervisor. Important Information about the Language of Instruction of the Courses Taught at Kyoto University School of Public Health

Since the majority of students are Japanese, almost all of the classes at Kyoto University School of Public Health are taught in Japanese language only. Due to limited resources, Kyoto University School of Public Health is currently unable to fully provide language/translation support in classes to international students. International students chose to join us due to our strong research reputation, overriding the language limitations in the classes. Research (discussions and thesis) can be conducted in English.

Current situation and what you can expect:

Our master’s program (MPH) is basically a coursework-based program (a set number of credits for the courses are required), plus a research report and a presentation of research at the end of the program. Doctoral programs (PhD and DrPH) have fewer class requirements. As of 2019, almost all of the classes, including all core/required classes, are taught in Japanese language only. International students who do not understand Japanese may not be able to follow the classes, as well as the discussions during the classes. However, lecturers of core/required classes make best efforts to also provide handouts in English to international students and/or designate the English textbook(s).

What have the others done and what can you do:

Since our establishment, more than 100 international students have been enrolled, per year approximately 5-6 international students. Students had personal strategies to follow the classes that are taught in Japanese. All have successfully passed assessment, graduated, and now are working in different sectors worldwide. To date, no international students had withdrawn from the program due to the language of instruction of the classes.

For class assessment, all classes do accept assignments, reports, and exams in English. International students can self-study the suggested English materials, opt for peer-support, and seek advice from course instructors and supervisor. There may be Teaching Assistants in some classes, where you can seek help. Your designated department may also be able to provide a Personal Tutor for you. Please confirm with your prospective department and supervisor.

Although Japanese language is not a requirement for the degree at Kyoto University School of Public Health, it will surely be an asset for you during your stay in Japan. International students are encouraged to study Japanese language during their spare time. 1. Application Method

Put all required application documents in the designated university envelope and submit them by registered express mail to the address indicated below within the indicated application period. Applications will only be accepted by registered express mail.

Application documents must arrive at the university by the final day of the application period. Incomplete application packages will not be accepted. Please ensure that all necessary documents are included. Once the application package is submitted, under no circumstances will Ochanomizu University accept changes, return documents or refund the application screening fee.

2. Eligibility

The applicant must be a woman who a) does not hold Japanese citizenship, b) either possesses, or is albe to obtain a Status of Residence of “Student” according to the Immigration Control and Refugee Recognition Act, and c) falls under any one of the following categories.

(1) A graduate of a master’s program or professional program, or a person who will graduate from such a program by March 2025.

(2) A person who has received (or will receive by March 2025) a degree equivalent to a master’s or a professional degree in a foreign country.

(3) A person who has received (or will receive by March 2025) a master's degree while in Japan through a distance education program at an overseas school.

(4) A person who has received (or will receive by March 2025) a master’s degree from a foreign university based in Japan that is also recognized by the Minister of Education, Culture, Sports, Science and Technology as an educational institution.

(5) A person who has completed coursework from the United Nations University and received a degree equivalent to a master’s degree.

(6) A person designated by the Minister of Education, Culture, Sports, Science and Technology (Ministry of Education Notification No. 118 of 1988)

(7) A person recognized through screening at the graduate school concerned at Ochanomizu University as having academic abilities equivalent to or above a master’s-level degree and who will be at least 24 years of age on March 31, 2025.

  • Note 1: Individuals who have graduated from a Japanese high school must apply using the admission procedures for Japanese applicants.
  • Note 2: Applicants wishing to take the entrance exam under category (2) through (7) above should inquire in advance to the Admissions Division before applying. Applicants under category (6) or (7) should note that the application period differs from the above table.

3. Required Documents

1 Application form

Designated Ochanomizu University application form
Two copies of the same 4.5 x 3.5cm photo taken within three months of the application submission (affix to the designated location on the application form).
The exam admission ticket will be required at the exam location.

2 Master's Course Certificate (including expectation)

A certification prepared by the head of the last school attended.
(Copies are not acceptable. Applicants who graduated from a foreign university and only have the actual diploma submit a copy of the diploma that has been notarized or certified by an embassy or other public institution, or have the original diploma certified by Ochanomizu's Admissions Department. Applicants who have graduated from a university in China should refer to Note 1.)

3 Master’s thesis

Two copies
These copies will be returned following the examination.

4 Summary of the master’s thesis

Six copies
Free format and style as long as all the required items are included.

5 Research plan

Six copies

For Comparative Studies of Societies and Culture, Human Developmental Sciences, and Gender and Social Sciences: written in Japanese (horizontally), approximately 1,000 characters over a maximum of two A4 pages.

For Life Sciences or Advanced Sciences: a maximum of two A4 pages written in either Japanese (approximately 1,000 characters) or English (approximately 400 words)

6 Academic transcript

Master’s degree transcript (copies are not acceptable.)

7 Copy of the Resident Register

Issued by the applicant’s resident municipality in Japan. If you do not have a resident register at the time of application, provide a copy of the passport details page (name, date of birth, gender) and the page showing the Status of Residence or Japanese visa.

8 Examination fee
(transfer payment slip)

30,000 yen+
(Payable by bank transfer at a financial institution  ; the transfer fee is the responsibility of the applicant) must be indicated as the Name of Remitter. After paying the fee, should be affixed to the prescribed location the back of the application form.

* In such cases, the applicant should also provide the MEXT Scholarship Certificate.

9 Return envelope for the entrance examination ticket

Please fill in your address on the designated envelope and affix 444 yen in stamps (94 yen for standard mail + 350 yen for registered letter).

*The examination ticket and the oral exam schedule, etc. will arrive at least seven days before the exam.

10 Mailing label

Required for mailing letter of acceptance. Use an address where you can readily be reached.

11 Document checklist

Verify that all necessary documents are assembled, and return list with the application package.

Note1: Please request the following certifications (English version only) from the China Higher Education Student Information and Career Center (CHSI) in China or the CHSI China Academic Credentials and Student Registration Certification Center Japan Representative Office in Japan. For graduates: (Online) Verification Report of Higher Education Qualification Certificate and (Online) Verification Report of Higher Education Degree Certificate For expected graduates: (Online) Verification Report of Student Certificate As a basic rule, an original certificate from the issuing organization should be submitted. The Global Students Course for doctoral programs

The Global Students Course, which has been offered only for doctoral programs since 2020, enables entrance examinations, lectures, thesis instruction and doctoral degree acquisition to be performed in English.

To complete the doctoral program, students must earn at least ten academic credits including seminars and lectures. Members who take this course can do that only in English.

  • Note 1: The TOEFL score card or IELTS Test Report Form must be submitted to measure English skills of applicants for this course. The criteria are set by each division, and are not made public.
  • Note 2 : Applicants must consult a desired adviser teacher in advance. In regard to teachers who can conduct this course, please refer to  " the list of course instructors and main couse subjects ".

Offered by  UNU-IAS (Tokyo, Japan) , this programme takes an innovative approach to sustainability, seeking to promote a better understanding of the issues by incorporating global change perspectives, specifically those related to climate change and biodiversity.

Part-time PhD Programme

Offered by  UNU-MERIT (Maastricht, Netherlands) , the part-time PhD Programme, previously known as the Dual Career PhD Programme on Governance and Policy Analysis (GPAC²), aims to support fellows in setting up, carrying out and finishing a research project leading to a PhD, alongside their regular job. The programme is offered at UNU-MERIT in Maastricht, leading to a doctoral degree awarded by Maastricht University upon successful defence of a dissertation.

PhD Programme on Innovation, Economics and Governance for Sustainable Development (IEGSD)

Program Duration & Cost of Education

The PhD program duration in Japan is three to four years.

On average the monthly living expenses (including tuition) for international students in Japan is around 138,000 yen on a national level. There are many types of financial aid/fully-funded scholarships provided for PhD programs in Japan.

Eligibility Criteria to Study PhD in Japan

A master’s degree or an international equivalent is required. Alternatively, if your university allows it, you may be able to start a five-year PhD program right after completing a four-year undergraduate degree, such as a Bachelor’s degree.

To pursue a PhD in Japan, you might be required to take the GRE in your subject area, so check what the practice is at your chosen university.

Intakes & Application Deadlines

Depending on the curriculum, Japanese universities have three intakes- Spring, Autumn & Summer.

For Universities with two intake periods

  • Application deadline for the spring intake: November
  • Application deadline for the autumn intake: April

For Universities with three intake periods

  • Application deadline for the spring intake: October/November
  • Application deadline for the summer intake: February/April
  • Application deadline for the autumn intake: June/July

A Sneak Peek into the PhD Application Process

Below are the documents that are required:

  • Official diplomas of your previous degrees
  • Official transcripts (you may also be asked for a copy of your Bachelor or Masters dissertation)
  • Graduate entry test score and language proficiency certificates (if applicable)
  • At least two letters of recommendation (generally from a senior member of staff such as a department head or academic advisor)
  • An up-to-date CV
  • A research proposal
  • A medical certificate
  • A photocopy of your valid passport

Besides this, it is always better to check the university requirements at your chosen university.

Student Visa Terms and Provisions

Once you’ve received your PhD offer, you’ll need to apply for a “College Student Visa” (ryugaku visa) if you live outside of Japan. You can apply for this visa at the Japanese embassy or consulate in your area. As part of your application, you’ll need to submit the following documents:

  • A letter of admission from your university
  • A valid passport
  • A completed visa application form

You may also be asked to present proof that you will be able to sustain yourself financially while in Japan.

Fox Chapel graduate crosses the globe to learn new language

Summer vacation for most college students is about earning some extra money or sitting back and relaxing.

Others, however, decide to learn a new language.

That’s true for Fox Chapel graduate Daniel Thomas, who spent his summer studying Japanese in Okayama, Japan.

Thomas, a rising junior at the University of Rochester, is majoring in history and Japanese studies. He also is a member of the school’s Reserve Officers’ Training Corps.

Thomas was selected as one of 500 undergraduate students in the U.S. Department of State’s Critical Language Scholarship (CLS) Program.

The CLS program offers college students eight-week immersion courses in a multitude of languages from Arabic to Portuguese. Students from all over the country were selected from a pool of more than 5,000 applicants.

Thomas first heard about CLS while attending another language study program last summer at the University of North Georgia, where a professor recommended that he apply. After submitting his transcript and writing a multitude of essays, Thomas was accepted and approved to go to Japan to study the language there.

“I was pretty happy. It is fully funded by the U.S. government, which means I don’t have to pay, so it is a really great opportunity that I am really grateful to have,” Thomas said.

Thomas, who is Japanese American, plans to join the Army after college to become a tank operator, and he hopes one day to be stationed in Japan.

But he admits wanting to learn the language for a deeper reason.

“I was hoping to speak with my grandparents more as I grew up, have more mature conversations with them and connect with them on a deeper level, and I think part of what is necessary to do that is to understand the language that they speak more,” he said.

A total of 25 students, including Thomas, traveled to Japan as a part of the CLS program and lived in dormitories at the University of Okayama. Each student stayed with one other American student and two Japanese students, who served as language partners for the Americans during the learning process.

These language partners also helped American students to better understand the culture and traditions in the foreign country.

“I really enjoy learning about Japanese culture. I had a lot of fun discussing with my Japanese roommates on how to address someone and how to be polite and how to be careful to not disrespect someone,” Thomas said.

In return, Thomas and his American peers share their culture with the Japanese students. One highlight this summer was having an American-style barbecue with his roommates during the Fourth of July.

The Thomas family previously vacationed in Japan but agrees that being a tourist is not the full experience.

Learning about the culture is just as important as learning the language, said Thomas’ father, Vincent.

“We were thrilled for the opportunity for him to travel and experience the culture firsthand. When you are a tourist, you don’t really get to understand the next level of the culture,” Vincent Thomas said.

CLS students are immersed in the culture, even eating at the college’s dining facility as well as local markets throughout the campus.

Thomas looks forward to returning to Rochester this fall and plans to continue studying Japanese.

Next summer, he will begin his military training en route to becoming a second lieutenant.
