HEC Online Degree Attestation & Verification: Step by Step Guide

HEC has launched a completely secure and robust online degree attestation system, which requires an applicant to apply from their homes. The applicant would be required to apply through web link (http://eportal.hec.gov.pk) by getting online registered and creating an account, filling online application form and uploading scanned documents. The application will be initially scrutinize online at HEC head office/regional centers as per option of the applicant. The applicant will then receive an email/SMS to schedule his visit accordingly. However, for better understanding of the new system, following is a step-by-step procedure for applying for the degree attestation through HEC new online degree attestation system:

Step-1: Registration at E-portal: http://eportal.hec.gov.pk

  • Open Internet Explorer (v 9.0 or above), Mozilla Firefox or Google Chrome.
  • In the URL area, enter URL: http://eportal.hec.gov.pk
  • System will ask user to log in or register to the system.
  • On registering / logging into the system, user will be navigated to Higher Education Commission Welcome page.

Step-2: Create an Account

  • Choose your Nationality

If you are a Pakistani national, then select your country PAKISTAN and you must provide your CNIC number and your Region.

If you are a non-Pakistani national, select your country of nationality and provide your desired User ID and Password.

  • Provide your Primary Cell/Mobile Number and press button SEND CODE and provide the code that you have received via TEXT/SMS and press button VERIFY NUMBER.
  • Please read the instructions placed alongside fields carefully. If you have problems getting SMS or Email Verification Code, please call at HEC call center on numbers available on the website.

Step-3: Filling in the profile

After logging in, the user will land on “Dashboard”.

  • My Applications: This section shows the high level status of the application (saved, Submitted,

In process, Attested, Rejected)

  • My Tasks: In this section, tasks will appear which are pending on applicants e.g. Revise Application form or Application Scheduling.

From Dashboard, using the left navigation panel of services user will route to “My Profile”. User is expected to fill Personal, Contact and Education details.

In personal details, the applicant has to upload the copy of CNIC (or Passport if foreign National). In Education tab, the application is expected to upload all the scanned copies of ORIGINAL educational documents.

For PhD. an applicant filling of “Publication” tab is also mandatory. In this publication tab, applicants must have entered at least one publication of type “Research Article” published in “Indexed” Journal. System figures this out by checking if, from user has selected “Research Article” in Publication type, selected “yes” in indexed Journals and chosen from the drop down menu available of all indexed journals. If you cannot find your indexed journal in the list, please call at HEC call center on numbers available on the website.

Step-4: Uploading of Educational Documents:

Upload the VISIBLE scanned copies of all educational documents, CNIC (Front & Back Side) and profile photo (Passport Size Photograph of you is required), the scanned documents size must not exceed 500kb.

Click on “Save and Close” after uploading documents.

Step-4: Accessing & filling the online application form:

User can access Application Form by clicking ‘Accreditation and Attestation’ menu item and further clicking Application Form under Degree Attestation System

Fill the online application form by completing the various tabs given in the application form.

The new online degree attestation/verification system is linked with Pakistan Qualification Register (PQR). If the information regarding the degree program/title which the applicants holds is not populated in the given fields, immediately contact the  focal person of your university for entering the same in the PQR (List of University focal person). Until and unless your degree program/title information are populated in the given fields, you will not be able to proceed further for attestation of your documents.  PQR data is also available on HEC website for your reference.

Step-5: Select type of document to be attested:  

Attest new degree:  

Please select this option if you want to get a degree attested which has not been attested before. You may also select this option if your transcript or provisional degree was attested before, but not your degree. You will be given an option to choose degree(s) from your profile which haven’t been attested before.

You may also choose this if you had your degrees verified in the old system. As the old system was not integrated with PQR, the data has to be verified again for the applicant to proceed further. This is a single step process in which you select the degree and then after scrutiny it is verified.

Duplicate Attestation:

If you have lost your already attested document, please select this option if you want to get duplicate of your degree attested. You are required to bring POLICE FIR and NEWSPAPER advertisement (complete Newspaper is mandatory).

Supplementary Attestation:  

Please select this option if you want to get copies to your degree attested e.g. degree photocopy, transcripts etc. You must have an attested degree to avail this option. You will be given an option to choose degree(s) from your profile which have been attested before.

Update an Attested Degree:

Please select this option if your degree was attested before but, for some reason, has been updated. You will be given an option to choose degree(s) from your profile which have been attested before.

Step-6: For PhD. Applicants

For PhD. applicants, the PCD verification process is a two-step process which ensures that their most relevant and up to date data is available in the system.

  • From Dashboard, Navigate to “PhD. Country Directory”.
  • System will search you in our PCD database on the bases of your CNIC or Email.
  • If your record is not found, you will be requested to add PCD Serial Number which is available on HEC website PCD page.
  • Fill in the data verification form, in which your data will be pre-populated based on your CNIC, email or PCD serial Number.
  • HEC will verify your record and after that will let your through for subsequent attestation.

Step-6: Select Documents to be attested: (Original & photocopies)

  • Enter “Number of pages for original Documents” Or “Number of Pages of Photocopy Documents” for at least one document type.
  • Amount will be calculated on the basis of the no of pages and amount per page.
  • Grand Total will be displayed at the bottom of the grid.  

Step-7: Selection of Head office/Regional Center from where you want to attest your documents  

  • Please select the desired HEC center i.e. Islamabad, Karachi, Lahore, Quetta and Peshawar from the drop down list where you want to get Attestation service. Please be careful once you selects the desired HEC center, it will not be changed.
  • Select checkbox against the undertaking text.  

Step-8: Submission of online application  

  • After successful completion of profile and application along with uploading of documents, submit the online application by clicking the button “Submit”
  • You will receive a pop up message on your screen that your application has successfully submitted for initial scrutiny at HEC with an application ID.  

Step-9: Initial Scrutiny of application at HEC  

After submission of online application by the applicant, the documents are scrutinized by the HEC officials and if found complete according to the attestation SOP’s, the application is approved in the system.

Step-10: Revise Application Form

  • Based on scrutiny, the applicant may be asked to revise the application form by uploading some other documents etc.
  • This will be intimated to applicant through SMS and through Email. Applicant may see the task in “My
  • Task” section in the Dashboard after they log in the eportal.hec.gov.pk
  • Applicants will have to remove the deficiencies mentioned in the “Comment” section of the task.

Step-10: Application Scheduling:  

After successful scrutiny, the applicant will receive a message & email for scheduling his visit according to his convenience and as per availability of time slot in the following ways:

Through Self submission/authorize person: In this case the applicant will personally schedule his visit for attestation of his documents or through authorize person and will bring all his original documents along with a copy of the same, Bank challan form and a print out of the application form for same day attestation at the selected office.

Through Courier: In this case the applicant will select the mode of attestation through courier and will deposit the attestation fee with the courier company i.e. LCS/Fed Ex (For outside Pakistani applicants). You would be required to upload fee receipt with the application form and hand over the same along with all your original documents to the relevant courier company representative for attestation of your documents. Attestation through Courier Company will take at least 10 working days.

After selecting courier, a subsequent task appears in “My Task” section of Dashboard names “Upload Courier Receipt”. It is mandatory for the applicant to upload the courier receipt in the system. Only after this task is processed, will further tasks appear in HEC queue for attestation. No Application will be entertained if this task is not processed.

Application Re-Scheduling : After first scheduling, if an applicant cannot find time to visit HEC offices for attestation, the applicant can reschedule his visit.

Step-11: Submitting documents for attestation through personal visit/authorize person:  

You will submit all your original documents along with copies of CNIC/educational documents at HEC and print out of the application form at the attestation windows.

After verification of the original documents, you will submit fee at the bank counter within the HEC premises.

You will collect his attested documents from the window after the announcement of your name.

Step-12: Tracking of Application:  

  • Selects the application and click on either “View Attestation Details” or “View Application Details.”
  • On click of a button, respective sections are opened.
  • The applicant can click on Download button to download the zip file of documents.
  • Applicants can also download their Application Forms and Challan Forms using this screen after they have scheduled their application.
  • All the phases are displayed.
  • The applicant can click on View Comments to view the comments against the tasks of that particular phase.

HEC has officially designated the TCS Courier Company to facilitate domestic attestation seekers in obtaining attestation of educational documents from all regions of Pakistan. To initiate the process, applicants are required to submit the application form, along with the necessary educational and other documents, and pay the courier service charges at the respective TCS centers. Additionally, applicants must make the attestation fee payment online through 1-link and verify the payment in their profile. Once the payment is verified, the option to download the application form will be made available on the applicants’ profile.

The responsibility of obtaining attestation of documents from HEC and returning them to the applicants lies with the courier company. If the documents are returned un-attested for any reason, the applicant may request a refund by submitting a formal application to DG (Finance) HEC. The application should include the HEC’s application ID number, 1-Link consumer number, and Bank Account details.

For International Applicants:

To make it easier for people who are seeking attestation while residing overseas to get attestation of educational papers, HEC has officially recognized Gerry’s FedEx International?, Islamabad, Pakistan. The applicant will deliver the application form, pertinent educational and other papers, and a bank draft for the courier fees to the specified courier company office in this respect. The courier service will be in charge of getting applicants’ documents attested by HEC and returning them to them.

Requirements for Degree Attestation Via HEC

  • Original attested papers such as Properly completed application forms, challan forms, or courier receipts if applying for attestation by courier service must still be supplied to HEC even if an applicant has already had their original documents attested and is now seeking the authentication of photocopies of those documents.
  • Even if the degree has not yet been awarded, the transcript may be attested as long as it has been certified by the Controller of Examination of the relevant institution or degree awarding institute (DAI).
  • If there is an incomplete transcript, the transcript must reflect the status of the incomplete studies (such as degree in process, etc.). Additionally, while submitting online for degree attestation, candidates should choose the appropriate option for unfinished studies.
  • If a transcript is issued by a department, institute, or associated college and not by the university’s examination or controller’s office, the transcript must be confirmed by the relevant university’s controller of examinations.
  • The applicant’s academic records (degree, transcript, provisional certificate, etc.) must all include the same information. Additionally, the data must be a perfect match to those on the CNIC/passport.
  • Enter the information for Aama, Khasa, Aaliya, and Almiya in the online application form for “Shahadatul Almiya fil Uloomm al Arabia wal Islamia” and attach the HEC-issued equivalent for verification.
  • Please produce the original “Equivalence Letter” issued by HEC together with other required documentation for attestation.
  • HEC does not certify any document that has been erased, rewritten, or left blank. In this situation, the concerned university may be called to provide corrected papers that have been erased, overwritten, or omitted. An alternative is to provide a verified copy of the document from the Controller of Examination of the relevant University or DAI.
  • A current, legible copy of a foreign national’s passport or computerized national identity card is required.
  • A letter of authorization from the degree holder for the authorized person and a copy of the authorized person’s CNIC that has been properly attested by a Grade-17 and above officer is necessary if the papers are being provided by someone other than the degree holder.
  • A collection of photocopies of the CNIC, passport, and other papers that must be authenticated for HEC records.
  • Only married women whose names and father’s names appear on their degrees or transcripts but do not match the information on their CNICs may request a copy of an older CNIC with their father’s name, a nikahnama, or a marriage certificate. Check Details Online

6 - Embassy is asking for re-verification of already attested degree. What should I do?

Once the degrees are attested by HEC, it is life time verification. You don’t need degrees reverification.

7 - I had applied for document attestation through courier service but my documents are returned unattested. What is the status of my deposited fees, and how can I get a Refund?

If your documents were returned unattested after you had applied for document attestation through courier service with the Higher Education Commission (HEC) of Pakistan, you can request a refund of your deposited fees. After that you can reapply for documents attestation.

8 - I had applied for attestation of my degrees/transcript but response from HEC is still awaited. Please guide about further course of action.

ATTESTATION OF DEGREES/DIPLOMAS/CERTIFICATES

​​​​​PUBLIC ALERT: ​

​HEC has introduced online receipt of attestation fee through 1-link with effect from 5th August, 2023. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile. ​

HEC has recently introduced a complete paperless system for issuance of Equivalence Letters through “eservices.hec.gov.pk”. The new Equivalence Letters are system-generated, hence do not require attestation.​​​​​​​​

Notice: ​ All applicants are requested to apply for “degree attestation” at web link  https://eservices.he​c.gov.pk  with effect from 18th December, 2020. The degree attestation service will not be available at web link http://www.eportal.hec.gov.pk​ from​ said date.   • The Higher Education Commission (HEC) has introduced new Degree Attestation System (DAS) w.e.f. 29th May, 2017 wherein all applicants have to apply online for degree attestation by creating their accounts on HEC web link  https://eservices.hec.gov.pk and complete their profile .​
  • ​​​​​Schedule their appointment (for walk-in urgent only) according to their convenience and subject to availability of time slots. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile​. OR
  • ​Send Documents through designated courier service. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile​​e​​.
  • Ap​plications under walk-in urgent mode are attested and returned on same day of scheduled visit. Applications received through courier service are processed on first-come first-serve basis and returned to applicant via courier service. On completion of attestation process at HEC, applicants are informed via SMS and email.
  • ​​Applicants are required to submit original documents of all previous qualifications (matric onward) and other relevant documents along with a set of photocopies at time of degree attestation.​​
  • ​There are two modes: 
  • (b) Authorized Courier Service Mode (For all normal applications): The applicants living abroad as well as within country may send documents for attestation through designated courier services where the courier company is responsible for attestation and return of documents to applicant.   • ​In case, there is any ambiguity or clarification required, please go through the “Procedure for Online Attestation”, “User Manual” & “FAQs”. If you still have questions/comments/suggestions, please register a complaint at onlinehelp.hec.gov.pk  or make a call to designated number, details of which are available at “Contact Us”​ .  All queries received are responded in 72 hours.
  •  HEC provides facility of sealing of HEC’s attested documents in envelope (for WES/ICAS etc.) on request of applicants. However, it is the responsibility of applicant to get relevant information from evaluating agencies, Universities, etc. about documents required in sealed envelope and apply for attestation accordingly.   • Attestation fee for each Original document is Rs. 1000/- and for each Photocopy is Rs. 700/-.
  • Photocopies of degrees and transcripts can only be attested if original documents are already attested by HEC. However, applicant may apply for attestation of original documents as well as of its photocopies in a single application. 

Note: 

  • Fake documents(s) presented at HEC, will be confiscated and necessary action will be taken against the fraudulent person(s) as per approved policy/rules/law.
  • Provision of incomplete/ false information/uploads may cause inconvenience for you at later stage .

REQUIREMENTS FOR ATTESTATION

  • ​​​​​​​​If original documents of an applicant are already attested and now applying for attestation of photocopies of the documents, original attested documents are still required to be sent to HEC
  • Only transcript (complete/Incomplete) is also attested even if the degree has not been issued subject to the condition that the said transcript/ or a copy of transcript should be verified by the Controller of Examination of the concerned university/degree Awarding Institute (DAI).
  • In case of incomplete transcript, status of incomplete studies (such as incomplete transcript/degree in progress, etc.) must be reflected on the transcript. Moreover, applicants should also select relevant option of incomplete studies while applying online for degree attestation.
  • If a transcript is not issued by Examination/Controller’s office of university rather it has been issued by a department/institute/affiliated college, such a transcript must be verified from the Controller of Examination of university concerned
  • ​Information on applicant’s academic documents (degree/transcript/provisional certificate etc) must exactly be same Besides, the information must also exactly match with those CNIC/Passport.
  • For attestation of “Shahadatul Almiya fil Uloomm al Arabia wal Islamia”, please enter particulars of Aama, Khasa, Aaliya and Almiya in the online application form and attach equivalence issued by HEC.
  • For attestation of “Equivalence Letter” issued by HEC, please present the original Equivalence Letter along with all necessary documents.
  • HEC does not attest any document having omission, overwritten or erasing on it. In such a case concered University may be contacted for Issuance of revised documents free of omission/overwriting/erasure. Alternatively, a verified copy of document, from Controller of Examination of concerned University/DAI may be provided.
  • Please read complete procedure for selected method of attestation i.e., Walk-In (urgent applications only) or Courier Service before proceeding for attestation to avoid any inconvenience.
  • On successful completion of Initial Scrutiny of an application, an email having detailed instructions is sent to the applicants which may be followed before submission of case to HEC for attestation
  • For attestation of CPSP Fellowship/Membership certificate (FCPS/MCPS), the said certificate should be verified from Chief Controller of Examinations of CPSP.
  • ​​​​​Duly filled-in Application Form and Challan Form or Courier Receipts in case attestation is applied through courier service.
  • A clearly visible copy of valid Computerized National Identity Card or Passport (in case of Foreign National only) is mandatory.
  • Applicants are required to submit original documents of all previous qualifications (matric onward) and other relevant documents along with a set of photocopies at time of degree attestation. Submission of original degree(s) alongwith transcript(s) from bachelor onward is mandatory. ​
  • If an applicant possesses 10 and 12 years qualifications from abroad (other than Matric and Intermediate) then he/she will have to submit an Equivalence Certificate Issued by IBCC. ​
  • Submission of Transcript/Result Card with degree is mandatory even if its attestation is not required.
  • In case of professional degree/diploma, Registration and/or accreditation from relevant professional body.
  • In case the documents are being presented by a person other than the degree holder, an authority letter for the authorized person from the degree holder along with a copy of CNIC of the authorized person duly attested by Grade-17 and above officer is required.
  • A set of photocopies of CNIC/Passport and documents that are required to be attested, for HEC record.
  • If applicant also require attestation of photocopies of documents then two sets of photocopies of educational documents may be provided. Please provide legible photocopies of educational documents to be attested having amply space for pasting of Attestation Ticket and signature & stamp.
  • Copy of old CNIC with father’s Name / Nikahnama / Marriage Certificate only for those married female where name and father name mentioned on Degree / Transcript do not match with particulars mentioned on CNIC.
  • Additional docu​ments from case to case basis as and when demanded​​
  • ​​If a degree program of MS/MPhil/Equivalent has been launched by university after 07th November 2013, issuance of N​OC by HEC is mandatory. The list showing campus wise detail of NOC is available at ​web link  Updated-list-NOC-Issued.pdf
  • ​For attestation of a PhD degree, name of degree holder should be available in PhD Country Directory (PCD).​
  • ​HEC provides facility of sealing of only HEC’s attested documents in an envelope on request of applicants.
  • After receipt of attested document​s, applicants are required to visit R&I Section of HEC for placing documents in envelope and sealing. Only HEC attested documents will be placed in the envelope before seal All those applicants, who apply for attestation through courier service and require documents in a sealed envelope, are required to inform the relevant courier company accordingly as well as mention the same on front page of application form.
  • All applicants who require attested documents in a sealed envelope (for WES/ICAS etc.) are advised to keep photocopies of HEC attested documents for their record and future reference before placing in envelope for seal. All those applicants who apply for attestation through courier service and require documents in sealed envelope (for WES/ICAS etc.) are also advised to inform the courier service company for arranging photocopies of HEC attested documents for applicant’s record before placing in an envelope for seal.​

For Domestic Applicants:

  • HEC has officially designated the TCS Courier Company to facilitate the domestic attestation seekers for getting attestation of educational documents from all over Pakistan. In this regard, the applicants will hand over the application form, relevant educational & other documents courier service charges at respective centers of TCS. Applicants will have to first pay the attestation fee online through 1-link and verify the payment in their profile. After verification of payment, the option of download application form will be enabled on applicants’ profile​.

The courier company would be responsible to get attestation of documents from HEC and return the same to applicants.

  • If documents are returned un-attested due to any reason, applicant may apply for refund by submitting a formal application to DG (Finance) HEC by duly mentioning HEC’s application ID number, 1-Link consumer number, Bank Account details. ​

​HEC has officially designated  Gerry’s FedEx International​ , Islamabad, Pakistan to facilitate the attestation seekers living abroad for getting attestation of educational documents. A Guide to Document Attestation and Verification via HEC Portal

Thinking of applying abroad for higher education? Or looking for a job outside of the country? In any case, document and degree attestation from HEC is a necessary step that every degree holder goes through. Here’s a stepwise guide on HEC degree attestation.

Registration on HEC 

HEC portal

For degree attestation, you will need to register yourself on the HEC E-Portal if you don’t have an account already.

If you are a Pakistani National, you will register with your National Identity Card number (CNIC), otherwise you will be using your Pakistani Origin Card number (POC), along with your contact information.

After you have entered the required information, you will receive a verification code by either your mail or a text message. 

Once you have completed the HEC new registration process, you can login using CNIC number or your POC number any time you want.

Completing Profile at HEC 

This step in the entire procedure might be the lengthiest step. It involves following procedures:

  • Firstly, you will be required to add your personal information, details about your education, from your secondary education (matric/O-levels) to the highest degree (Masters, Mphil, or PHD) you have. 
  • Secondly, you will need to enter information relating to your professional background. You will have to upload a passport size picture and a scanned copy of your CNIC card. 
  • Lastly, an important step is to attach all the documents and transcripts related to your educational accomplishments. Note: Double-check to make sure that all the dates and spellings you have entered are the same as the ones on your documents.

Your HEC profile will be marked complete, as soon as you have filled all the required information and you will be cleared to move onto the next stage.

Degree Attestation

Once your profile is complete, scroll towards the navigation tab and click on the, ‘Degree Attestation’ tab. After that, you will have to select the ‘Application Form and’ you will be redirected to another page, giving you the below-mentioned options to choose from:

  • Attest new degree
  • Duplicate attestation
  • Update an attested degree

Attest New Degree

This service is for the individuals who have never had their degrees attested, or the degrees that were attested by HEC were verified between March 2009 and May 2017. 

These individuals would have to go through the process again, as during that time the HEC degree verification system was not synced with the Pakistan Qualification Register (PQR).

Upon selection of this option, you will be required to choose a degree from your profile for HEC degree attestation; however, if you are a fresh graduate, you can choose your transcript for attestation.

Note for Fresh Graduates : Before getting your transcript attested, make sure that HEC does not require you to get it verified by your university first. For that you will have to contact the controller of examination in your department, and then complete the rest of the process.

Duplicate Attestation

This option is for the individuals who have misplaced their already attested documents, and need to get the duplicates attested. 

You will need to lodge an FIR with the police regarding this matter. Bring the FIR and the entire newspaper with the advertisement for the misplaced document. Your request will not be processed if a complaint with the police has not been lodged.

Update an Attested Degree

If you have changed your surname, gender, or there is any other change in any of the information you have given to HEC then this service is meant for you. 

Documents needed for attestation

While applying to get your degree attested make sure you fulfill all of HEC’s requirements for attestation, such as your transcript needs to be verified by your university, or the documents should not be laminated. 

The photocopies of your degree will not be attested, until your original degree has not been attested by HEC. If you are getting your documents verified for the first time, you will need to enter ‘number of pages for original documents’ and ‘number of pages of photocopy documents’ for each document.

You will be asked a couple of questions by the HEC E-portal. For instance, if the text on your documents and your ID card is the same, it will also ask whether the text on your documents is readable.

Scheduling an Appointment 

HEC will go through your application and verify it. Whether there are any discrepancies or not you will be notified via a text message or email, and a task will be added in the ‘my task’ section of the E-portal, where further instructions will be given.

You will be asked to select either of the two options:

  • Attestation through walk-in
  • Attestation through courier service

Walk in Mode

The individual opting for this will have to:

  • Step 1 :  Schedule their visit for attestation in the given time slots within 100 days of their application being approved. HEC head office and their regional offices offer degree attestation service. The individual can also even authorise another person to visit the HEC office for attestation.
  • Step 2 : The applicant will be required to bring all of their original documents and their copies, along with the print out of the application form and the bank challan form upon their visit.
  • Step 3 : The applicant will be given a token, which they will have to submit on the respective windows. 
  • Step 4 : After the original documents have been checked by the authorities, the applicant will deposit the fee and the HEC challan form, after which the HEC staff will be responsible for the case. The documents will be verified, attested and returned on the same day.

Note : HEC has suspended walk-ins due to the ongoing pandemic. 

Courier Service

If you’re unable to visit the HEC offices personally or do not want to authorise any other individual, then you can opt for attestation through courier service.

With the confirmation email of their case being approved for attestation, the individual will receive instruction to submit their documents through the courier service.

Individuals living in Pakistan will have to use the services of TCS, while the individuals living abroad will have to send their documents to the designated office of Gerry’s FedEx at Islamabad. 

  • Step 1 : The applicant will submit their documents needed to be attested to the courier company, along with the copy of CNIC, the attestation fees, and the courier charges to the company. 
  • Step 2 : Upon handing over the documents to the courier company, the applicant will be given a receipt. The receipt will have to be uploaded by the individual on the HEC E-portal in the ‘my task’ section. 
  • Step 3 : When your documents will be returned to you, it is dependent on your courier service, as soon as HEC receives your documents, the process will start, and after 10 days you will be updated via mail or a text message.

Note : Payment will be made through the courier service.

Adding a Complaint

  • Select the service against which you wish to make a complaint; you can use your CNIC number or your passport number.
  • Enter your full name and your contact information, cell phone number, and email address.
  • Enter the application ID, which you received while applying for the attestation service.
  • Share your complaint in the issue box, and upload any files you might have for proof.

Tracking a Complaint

  • Enter your ticket number or your CNIC number.
  • If you scroll down you can see all the updates or remarks HEC might have.

Higher Education Commission (HEC) in Pakistan is the main regulatory body overseeing higher education in the country. It was established in 2002 to promote and regulate higher education institutions and degree-awarding bodies in Pakistan. The HEC is responsible for formulating policies, implementing quality assurance mechanisms, and accrediting institutions and programs.

All degrees obtained from HEC recognized Institutes / Universities should be attested by HEC for International Scholarships and Jobs abroad. International Universities and Institutes accept only HEC-attested certificates.

  • Online Registration on the HEC Portal

To start your attestation process, the first step is to register yourself online through HEC Portal. If you are already registered, then sign in through the portal by using your CNIC.   • Proceed for Degree Details

Once you click on the Degree Attestation Tab, you will move to another page, scroll down checkmark the box ” I read all information” and click on Proceed. You will navigate to another main window. Here on this window, you have to fill in your personal information, details of degrees, attestation details, upload documents, and verify the details. See the below screenshot for your reference.

HEC Degree Attestation

  • Verify Details For Initial Scrutiny

After verifying details, your application will be submitted for initial scrutiny. You will receive a confirmation email as well SMS. You have to wait for initial approval. The HEC department will verify your details confirm either in case of approval/refusal.

  • Pay Online Fee

You should pay the attestation fee online. If you want urgent attestation, then need to pay an urgent fee also. The HEC fee can only be paid online through 1 Link, Jazz Cash, Easy Paisa, and online banking.

  • Approval Form and Walk – In- Visit to HEC

You will receive an approval email within a week. It can take 15 days also in case of more applications pending in HEC. Usually, it is approved within a week. Once it is approved, you should download the application form from your HEC Portal. This form contains details about your token number and date of visit to HEC for attestation. You should visit on this particular date at the nearby HEC office.

  • Submission of Degree to Attestation Officer

Submit your degree at the counter on your turn and wait for 4-5 hours. HEC officer will collect your documents and after a few hours, they will return with an HEC stamp. Make sure to check the stamp ( it should be properly done on your document).

You need to spend a full day on this process. It is advised to reach there as early so you can finish your process by the end of the day.

Urgent HEC Attestation

If you need your degree attestation on an urgent basis. Pay the urgent fee online along with the normal fee. Then after initial scrutiny do not wait for the particular date( it may be after one week) but you can visit after your approval and contact with HEC officer.

In each HEC office, there is a separate counter from where you can change your date and on the same day can get your attestation. This counter timing is from 9 AM to 11 AM. Try to reach there and change your date.

HEC is a national education body that regulates all the education institutes in Pakistan. To oversee educational integrity and take action to raise educational standards, a Parliamentary Act established it in 2002. HEC degree attestation soon started after its operations and it accelerated the educational progress. It's a one-time process and your HEC-attested degree is valid for a lifetime.

It is crucial to follow the right attestation process, whether you are a professional or a student looking to have your degrees, diplomas, or certificates certified by the Higher Education Commission (HEC). Degree attestation from HEC, the top regulatory organization for higher education in Pakistan, is highly valued both domestically and globally. We will guide you through the process step-by-step in this post about having your degrees certified by HEC.

Fill out an Online Application The online application process at http://eservices.hec.gov.pk is the initial stage in the degree attestation procedure. It is required that the online application be completed completely and precisely. You'll get an email and SMS confirmation as soon as the application is submitted.

Documentation You must complete the necessary paperwork in order to continue with the attestation. The "degree attestation" tab on the HEC website has a list of required documents.

Among the documents are:

Application Form

  • Original documents, including transcripts, from matriculation onward
  • A copy of your passport (if you're a foreign national) or your computerized national identity card (CNIC)
  • Copy of enrollment or accreditation with the appropriate professional association or council (for degrees in medicine and nursing)
  • A copy of the father's name from an earlier CNIC or Nikkahnama is required for female candidates who have changed their names after marriage or who have substituted their husband's name for their father's.
  • For HEC's record-keeping needs, you will also want a set of photocopies of all the aforementioned documents.

Send a Courier Request HEC will send you an e-mail and an SMS after your application has been successfully reviewed. At this point, you will be instructed to use a courier service to submit your case or make an appointment for a walk-in urgent submission.

You must get a Challan Form and pay the Attestation Fee at a specified bank in order to submit an urgent document in person. There is an original document cost of Rs. 1,000 and a photocopy price of Rs. 700 per photocopy. The fee is Rs7,000 for the attestation of one degree and transcript at this present time.

You must attach the courier receipt to the necessary documents if you decide to use a courier service to submit your case.

Processing Time After submitting your application and supporting documentation in person or by courier, you will need to wait for HEC to handle your request. The number of applications may have an impact on the processing time.

HEC Degree Attestation for Degree and Transcript Certificates

The Higher Education Commission (HEC) has introduced new HEC Degree Attestation System (DAS) where all applicants can apply online for degree or transcript certificates attestation. Pakistanis who need degree attestation to obtain employment or study visas in foreign countries can now apply through the official HEC website.

This process is common to prove to officials in your destination country that your documents are authentic and legal. HEC currently provides attestation and legalization services for degrees, transcripts and certificates. In this blog, we’ve compelled the most comprehensive information regarding the HEC Degree Attestation, including the requirements, the required documents, and how you can apply for one.

HEC Degree Attestation

General Information about HEC Degree Attestation System

The Higher Education Commission (HEC) has introduced new Degree Attestation System (DAS) with effect from 29 March 2017. All applicants can apply online for degree attestation by creating accounts on HEC official website and complete their online profile.

After completion of online application, applicants are required to submit their application online for initial examination. After successful online examination by HEC, applicants will be informed by HEC via SMS and email to schedule their appointment (for walk-in urgent only) according to their convenience and subject to availability of time slots. Alternatively, they can send documents through designated courier service.

Under walk-in mode, an applicant can apply for degree attestation by self-submission or can authorize any person to get attestation of his documents on his/her. Applications under walk-in mode are attested and returned on same day of scheduled visit.

Meanwhile, applications received through courier service are processed on first-come-first-serve basis and returned to applicant via courier service. On the completion of attestation process at HEC, applicants are informed via SMS and email.

If you are living abroad, you may send your documents for attestation through designated courier services where the courier company is responsible for attestation and return of documents.

For now, the walk-in mode is only valid in Islamabad, Lahore, Karachi, Peshawar and Quetta.

The attestation fee for each original document is Rs. 1000 and for each copied document is Rs. 700.

Requirements for HEC Degree Attestation

If you have already had your original documents attested and are now requesting for attestation of photocopies, you must still provide your original attested documents to HEC.

If the degree has not yet been issued, just the transcript (complete or incomplete) is attested, with the condition that the abovementioned transcript or a copy of the transcript be confirmed by the Controller of Examinations of the concerned university/degree awarding institute. In the event that your transcript is incomplete, the status of your incomplete studies must be reflected on your transcript. Furthermore, when applying for HEC Degree Attestation online, you should select the relevant choice of unfinished studies.

The information on your academic documents must be identical. Furthermore, the information must be identical to that on your CNIC or passport. You must input the details of your Aama, Khasa, Aaliya, and Almiya in your online application form and attach an equivalent granted by HEC for attestation of “Shahadatul Almiya fil Uloom al Arabia wal Islamia.” Meanwhile, you must produce the original Equivalence Letter together with all required documentation for attestation of HEC’s “Equivalence Letter.”

Please note that if fraudulent degrees or other original educational papers are brought to HEC, they will be confiscated, and the case will be referred to the Federal Investigation Agency (FIA) for further investigation and disposal in accordance with the law. Also, HEC refuses to certify any document that contains an omission, has been altered, or has been erased. In this scenario, HEC may contact your university to request revisions to your documents that are free of omissions, overwriting, or erasure.

Additional Requirements for MS/M.Phil. and PhD Degree

If a degree program of MS/MPhil/Equivalent has been launched by university after 07th November 2013, issuance of NOC by HEC is mandatory. The list showing campus wise detail of NOC is available here . On contrary, for attestation of a PhD degree, name of degree holder should be available in PhD Country Directory (PCD).

Documents Required for HEC Degree Attestation

Applicants are required to submit the following documents for the HEC Degree Attestation:

  • Transcript and degree only which they want to attest
  • A copy of CNIC or passport
  • An application form and challan form or courier receipts (in case attestation is applied through courier service)
  • Registration and/or accreditation from relevant professional body (in case of professional degree/diploma)
  • An authority letter for the authorized person from the degree holder along with a copy of CNIC of the authorized person (in case the documents are being presented by a person other than the degree holder)
  • A set of photocopies of CNIC or passport and documents that are required to be attested (for HEC record)
  • Two sets of photocopies of educational documents (if attestation of photocopies of documents are required)
  • Copies of old CNIC with father’s name or nikahnama or marriage certificate (only for those married female where name and father name mentioned on degree or transcript do not match with particulars mentioned CNIC)

Note that some documents may not be necessary in certain cases.

As per mandate, HEC Degree Attestation System attests the following educational documents:

  • Associate Degree
  • Degree/Provisional Certificate
  • Detailed Marks Certificate (DMC) or Transcript
  • Incomplete Transcript
  • Composite Transcripts
  • Postgraduate Diploma/Diploma
  • FCPS & MCPS Certificates
  • Final Sanad of “Shadatul Alia fil Uloom al Arabia wal Islamia” and Kashful Darajat
  • Equivalence Certificate issued by the HEC of any Degree/Certificate

THE Higher Education Commission (HEC) of Pakistan is the official body that attests to the degrees, Postgraduate diplomas, and Postgraduate certificates awarded by the Universities in Pakistan. The attestation of HEC is required for various purposes, such as applying for scholarships, jobs, visas, or further studies abroad. As demand for attested degrees increased, therefore, HEC has introduced an online system for degree attestation, which makes the process faster and easier for the applicants. One can manage HEC degree attestation which becomes attest tension sometimes by processing it immediately after the award of the degree.

The first step in this regard is that the graduates are required to share all educational details by creating an account on HEC’s e-service portal. For this, one will need to enter his CNIC or passport number and a valid email address. To complete a profile, one needs to upload a recent passport-size photograph and a scanned copy of CNIC or passport. After creating an account, a verification email from HEC is generated. The activation link is sent through email, and it is activated after clicking on it.

The second step is to complete all personal, academic, and professional details, such as name, date of birth, contact number, address, institution, degree, major, year of completion, etc. Apart from details, graduates are required to upload scanned copies of the original documents, such as matric, intermediate, bachelor, master, or PhD degrees, transcripts, certificates, etc. One can apply for attestation of multiple degrees at a time. As soon as the profile, academic, and professional information is finalized, the application is required to be submitted for initial scrutiny by HEC.

The third step is to pay the attestation fee online through 1-link and verify the payment in your profile. The attestation fee is Rs. 800 per document for normal mode and Rs. 5000 per document for urgent mode. You can pay the fee through any bank that is connected to 1-link and for that one needs to enter the application ID and CNIC number as a reference while making the payment. After verification of payment, the option of downloading the application form will be enabled.

The fourth step is to choose the mode of attestation and submit your documents. There are two modes of attestation: walk-in mode and courier service mode. Under walk-in mode, the applicant can visit the HEC office in Islamabad, Karachi, Lahore, Peshawar, or Quetta for attestation of the documents on the same day. This appointment needs to be scheduled on the portal as per the availability of the time slot. The printed and signed application along with a list of documents in original and a set of photocopies will be required. Under courier service mode, documents are sent through designated courier services, such as TCS, Leopard, or Gerry’s, and your documents are attested and returned via courier.

People mostly face difficulty when they don’t have complete information on the standard format which is mostly checked before attestation of the degrees. The name, father’s name in CNIC, and all degrees should be the same and any variation in these may require verification of the degrees from the respective university. The data provided by the user is also verified by the NADRA, therefore all applicants should keep this fact in mind and provide correct information. The applicants are also required to make sure that all qualifications are awarded by following all requirements set by HEC through various policies i.e. Semester guidelines, Undergraduate Education Policy Graduate Education Policy, etc.

Traditionally, universities offer admissions to various programs in Spring and Fall Sessions most of the time, therefore, one needs to complete one qualification before admission to a higher one. The delay in the announcement of the result of one qualification and admission to a higher qualification may compel HEC to get the opinion of the University before attestation. The Universities are expected to follow proper time-bound rules for admission and for the award of the degree. The administrative delays in the evaluation of M.Phil and PhD thesis mostly extend the duration of these qualifications and sometimes become inconclusive due to such delays. There have been multiple incidents when scholars have submitted their research work to the University, but the University took more than a year to complete the evaluation process due to non-approval of expert panel for foreign evaluation etc. The timelines for each qualification should be followed desirably. HEC and other professional councils have defined minimum and maximum time duration for undergraduate and postgraduate qualifications which are extendible for situations that are beyond human control.

By following policies, criteria set by HEC, and rules developed by the Universities, the degree attestation process can be made easier. It is important to mention here that HEC degree attestation is an important requirement for Pakistani students and professionals who want to pursue their academic or career goals locally or abroad. It is also one of the major requirements of public and private sector employers as well. HEC online system for degree attestation has made the process easier and faster for the applicants.
