Assemble Pre-Requisites

Dubai Customs Shipping Agent Code: All Shipping Agents/Freight Forwarders must obtain a Shipping Agent code from Dubai Customs prior to registering with DP World. (Refer to Manual  under "Introduction").

Go to  www.dubaitrade.ae >> Service Centre >> DP World >> Registration Tools >> New Registration .

Follow the steps to complete your registration (Refer to Manual ). Choose the role as Freight Forwarder at the time of registration.

After submitting your registration request and uploading all the required documents, approval will be given within 2 business days.

Activate Your Account

Once approved, a notification email will be sent to you and your account will be activated.

Transport or any other companies who own their own trucks and trailers can register as a Haulier with DP World.

After activating my portal, do I need to set up any accounts to start accessing the services?

Portal Deposit and Bank Guarantee are two types of pre-paid accounts available for online payments. Service Charges and employee insurance payments are deducted from Portal deposit. Bank Guarantee is used for Employment visa deposits for companies that are not yet eligible for the Insurance Protection Program. You can top-up both these accounts by using e-Deposit service available on Dubai Trade portal.

Can I use this account to carry out Dubai Customs transactions?

If you have not registered with Dubai Customs yet, you can link your existing username and password at the time of Dubai Customs registration. To register, please go to www.dubaitrade.ae , Service Centre > Dubai Customs > Request Business Registration > New or click HERE .

Do I also need to register my company with GDRFA (Immigration)?

Newly established companies will be given a Company Immigration Card issued by GDRFA (Immigration) automatically. Hence, no separate registration is required with GDRFA for the respective company.

Your Customs registration should be complete by now. You should apply for digital certificate for every user that needs to submit Customs Declarations on Dubai Trade.

The costs of Dubai Customs New Registration are AED 100 per Business Type + AED 20 Knowledge and Innovation fees.

It is mandatory to enter the residence permit details of owner and/or authorised person at the time of registration. You will not be able to proceed with the registration process otherwise.

What business type should i select if i hold a free zone license.

Choose Business Type as “Free Zone” if your license is issued by a Dubai based Free Zone authority. It is also mandatory to register a Facility as “Free Zone”. Choose Business Type as “Importer and Exporter” if your license is issued by other emirates Free Zone authority. It is not mandatory to register a Facility in this case.

What License Type should I select if I hold an Industrial license?

If you hold an Industrial License from the Ministry, you have to choose the license type as “Industrial” and Business Type as “Importer (Industrial) and Exporter (Commercial)”. If you only hold an Industrial License from Economic Department, you have to choose the license type as “Commercial” and Business Type as “Importer (Industrial) and Exporter (Commercial)”.

Trakheesi is an online portal managed by the Dubai Land Department (DLD) designed to streamline the real estate industry. The platform offers a range of essential services for real estate professionals in Dubai. Let’s explore the key aspects of Trakheesi, every real estate agent should know. What is Dubai Land Department Trakheesi?

The DLD established Trakheesi to offer smart real estate services for brokers and real estate companies. These services include licencing, permits and e-cards.

By introducing the Trakheesi system, the Dubai Land Department (DLD) aims to streamline and regulate various transactions and procedures for real estate professionals.

Let’s look at the essential services real estate professionals can utilise on Trakheesi.

Permits for property advertisements

It is mandatory to have a marketing permit to publish any property advertisements in Dubai. This permit, called the “Trakheesi permit”, is also a requirement for property listing to go live on real estate portals, such as Bayut and dubizzle.

Trakheesi permits are necessary for advertising a property on the following mediums:

  • Newspaper Advertisement
  • Real Estate Promotional Stand
  • Printed Advertisement
  • Advertisements by SMS

This permit helps curb false and duplicate real estate advertisements in Dubai and ensures all advertised properties are sold or leased with the legal owner’s permission.

Also accessible by the Trakheesi system is the Madmoun service by the DLD which allows real estate companies to put QR codes on their advertisements.

How to generate a Trakheesi permit number for your Bayut and dubizzle listings

To have your property listing live on Bayut or dubizzle, you need a Trakheesi permit number (the number obtained from the permit).

Let’s now go through the step-by-step process of generating a Trakheesi permit.

  • To apply for a Trakheesi permit, you’ll need an advertising format.
  • Go to Profolio – the listing management system for Bayut and dubizzle.
  • Create a new listing draft, add property details such as the title and description, and upload photographs.
  • View the advertising form and take a screenshot (in JPEG or PNG format).
  • You’ll also need a marketing contract from the owner. This is either a Form A from the Dubai Land Department or an NOC from the legal owner.
  • Log into your Trakheesi account, using your ‘Business Owner’ account (Dubai Broker account).

Click on ‘Trakheesi’ in the first menu. It directs the user to the Trakheesi dashboard.

There are four menus on the Trakheesi dashboard.

Here’s what each one does:

  • License : View the (user’s) real estate agency’s DLD licence.
  • Permit : Apply for a Trakheesi permit.
  • Warning : View all warnings that have been issued.
  • Fines `: View all fines issued to the real estate agency.

Click on ‘Permit’ to apply for your Trakheesi permit.

  • The Permit page displays a table of all previously approved Trakheesi permits.
  • Click on ‘Add Property’ to open a dialogue box with five property types: Project, Land, Building, Villa, and Unit.

Note: Properties in DIFC under ‘Building’ have a separate permit option.

  • Building Name
  • Land Number
  • Unit Number
  • Municipality Number

*Refer to the property’s title deed for this information.

  • When typing the building’s name, a drop-down menu will show similar properties. Select your building and click search.
  • Purpose: rent or sale
  • Price From and Price To: the property’s price range
  • Amenities (optional)
  • Project number (only for Trakheesi permits for projects)

Once completed, click the ‘save’ button at the bottom of the dialogue box.

Trakheesi permit applications usually have an ‘auto-approval’ option enabled, allowing you to instantly see the property’s name at the top of the table on the Permits page.

You can see the Trakheesi number under the ‘Permit #’ column of the property you have added.

Dubai Transactions

  • Next, go to the draft of your property listing on Profolio™ in the Manage Listings section.
  • Click on the dots next to your individual listings and add the Trakheesi number.
  • You’re now a big step closer to having your listing live on Bayut or dubizzle!

E-Cards for real estate brokers

Real estate brokers can also apply for the Trakheesi broker card through the system. Once the licence is issued, brokers can conduct a variety of transactions online, reducing the need to visit the Dubai Land Department.

How to apply for the Trakheesi Broker Card

To apply for the broker e-cards through the Trakheesi Dubai system, you need to log into your account, choose the relevant service and fill in the required details.

Here are the documents required for Trakheesi broker registration:

  • Personal Photo.
  • Valid passport copy or Emirates ID (must be under the same licence).
  • Real Estate Practitioner Course Certificate.
  • Good conduct certificate from Dubai Police and addressed to Dubai Land Department or RERA .

Once the payment is made, the Trakheesi Dubai Land Department broker card will be issued within two working days.

Points to remember for newspaper advertisements

  • It is mandatory to use both English and Arabic in newspaper advertisements.
  • Off-plan properties’ advertisements must mention the name of the developer, escrow account number, expected date for project completion and proposed service fees (you can obtain this information from the developer).
  • The real estate broker and the brokerage’s phone numbers must be mentioned in the advertisement.
  • The real estate permit number must be mentioned in the advertisement.

When generating a permit for a building, does the agent require permits for each unit in the building, or should they obtain a single permit for the whole building?

In this situation, you can apply for a permit for the whole building. You can do this from the Building tab on the Permits page.

What happens if the documentation or information about the property is incorrect?

When applying for a permit, the information is validated with data from the DLD. If incorrect information is shared, your permit request will be rejected.

A client purchases an off-plan property from a developer and wants to sell it before handover. Would the Trakheesi permit be under primary or secondary property?

Since the property has been purchased from the developer, it would be considered a secondary property.

Procedure for Various Licensing Approvals of Trakhees

In the past couple of decades, Dubai has expanded its industrial and commercial market at a very rapid pace, allowing more opportunities for individuals and businesses. So, it becomes very important for Dubai authorities to manage and maintain a proper set of guidelines in order to maintain quality and safety in all the services. Trakhees has also set up various service codes, wherein every business has to follow certain rules and regulations in its operations.

Trakhees provides five types of licensing services which include New Licenses, License Amendments, License Renewal, License Cancellation, and Commercial Permit. So, in short, if you want to acquire any type of licensing service be it requesting a new license or make changes in your old license, your destination should be Trakhees. So, let’s discuss the procedure for various licensing approvals of Trakhees:

Procedure for New License:  This type of procedure is used to get a new license and it is applicable for those parties who come under the jurisdiction of Trakhees. Here are the steps to apply for a new license:

1. For new licensing services, you should visit the Trakhees office.

2. Trakhees CLD provides two types of licenses – Free Zone Licenses and Local Licenses.

3. In the Trakhees office, you can request for a Trade Name Reservation. For that, you need to submit the Name Reservation Form, Passport Copy of the local owner. If you are not a local owner, then your visa copy along with the passport is required.

4. The payment advice will be generated by the Trakhees-CLD. Make the payment, show the receipt and collect your Trade Name Certificate from the office.

5. To get the initial approval for federal licenses, you need to visit the office and make a request for the initial approval.

6. To do so, submit the Registration Licensing Application Form, the passport copy, and the Visa copy if you belong to some other nation. If you are a citizen of Iraq, Iran, Yemen, Somalia, Palestine, Morocco, Lebanon, Libya, Syria, Saint Kitts and Nevis, Saint Christopher and Nevis then the last six months bank statements are also required along with the Visa Copy.

7. Make the payment and collect the Initial Approval Certificate from the office. 8. To get initial approval for a free zone license, you need to submit the following documents: application for license, trade name certificate, FZ/FZCO registration form, environment health & safety form, NOC copy from the employer in case of a non-local, passport copy + visa copy of all shareholders, personal information form, board resolution, and the specimen of signature of manager or owner.

9. Trakhees will check & validate all these documents. If your application has been accepted then you need to make the payment.

10. After completing the payment transaction, you can collect the initial approval certificate from the office.

Procedure for License Amendments:  If you have to make certain changes in your existing license, then you have to follow the below-mentioned steps. It must be noted that the amendments which can be made are Changing Trade Name, Changing or Adding an Activity, Change in Address or Location, Changing or Appointing a Manager, Increase in Capital, Changing the Local Agent, Adding or Withdrawing a Partner, and Changing Legal Type. Also, each type of amendment procedure takes a certain amount of time.

1. In the case of companies under Free-Zone Laws, an applicant has to visit the Trakhees-CLD office and submit the mentioned documents according to the nature of the amendment.

a. For Trade Name Changes, an applicant has to submit Board Resolution from the company, Application amendment form, Original Trade license, Original MOA, Original Share Certificate, Amendment to the Memorandum of Association concerning the change of Trade Name, and Trade Name certificate.

b. For Changing or Adding an Activity, an applicant has to submit an FZ License amendment form, Original Trade license, EHS activity form, and Amendment to the Memorandum of Association concerning the change of activity.

c. For Change in Address or Location, an applicant has to submit an Original Trade License, FZ license amendment form, Request Letter, EHS approval, and Copy of Lease agreement registered in Ejari.

d. For Changing or Appointing a Manager, an applicant has to submit Board resolution from the company, FZ license amendment form, Copy of the new manager’s passport along with NOC if the manager is a non-local, NS approval for new manager, Accommodation agreement, Amendment to the memorandum of Association duly authenticated by the Notary public, and Personal information for the manager.

However, Dubai Municipality does not require you to get a primary approval, instead, you can directly apply for the final approval.

Procedure to get a New Building Permit from Dubai Municipality Department:

In order to make sure you get the approval easily, you must follow the given procedure:

  • Following the approval from DM, you will get your permit from the DM website.
  • When all the documents are successfully submitted, you will be required to pay certain fees. In the case of villas and multi-story buildings (up to 7 floors), an amount of 100 AED is to paid. 150 AED is to be paid for multi-story buildings with more than 7 floors and 250 AED is to be paid for floor ratio area buildings. Once the payment is done, you will receive a payment voucher.
  • Visit the DM website and apply for the New Building permit. You will be required to submit the structural and architectural drawing as per the type of service you are applying for.
  • From the date of submission, within 3-5 working days, you will receive a reply from DM regarding the approval or rejection of your application.
  • If the application is rejected, you should then check for the amendments in your application and then re-submit your application on the DM website. The entire process of approval or rejection takes up to 5 working days.

Approval for issue or renewal of DM Plans

This service is provided by the Survey Department of DM and provides various sub-services like Land Boundary information, zoning regulations, approved number of floors, use of land, land area, setback area, owner of the title, etc. The most important benefit of this service is that it does not take any long duration of time, i.e., in case of renewal of villas, you can get the approval within 15 minutes, and the rest of the services take only 1 working day.

Process to get Dubai Municipality Approval for new or renewal of DM plans:

In order to ensure a smooth procedure for this approval, follow the given instruction:

  • Once your application is reviewed, you will receive notifications regarding the approval or rejection from DM via SMS.
  • Visit the Dubai Municipality website, or call the customer care center of DM, or visit Al Manara Center on Sheikh Zayed Road, or visit Al Tawar center in Deira, or Hatta Center, and submit the application form. You will have to submit your UAE identity proof.
