(HJF) , through a cooperative agreement (W81XWH-18-2-0040) with the U.S. Department of Defense. The long-standing partnership with HJF has enabled MHRP to excel scientifically and develop state-of-the-art labs and clinical research sites in Africa and Asia.

Leveraging its extensive experience in international health and military medicine, HJF has built a top-quality MHRP scientific team, and oversees all aspects of program operations including executing contracts, managing finances, directing communication, and managing international laboratory and clinical operations. 

Through this Cooperative Agreement, HJF and its subsidiary HJFMRI also work with local partners to implement comprehensive PEPFAR -supported HIV prevention, care and treatment programs in Africa.

A global nonprofit advancing military medicine, HJF is a trusted partner in medical research and health initiatives that benefit members of the armed forces, their families, and civilians alike. A delegation from HJF Medical Research International (HJFMRI) led by the CEO Dr. Joseph Caravalho visited the Institute recently and held a meeting with KEMRI’s senior management led by the Ag. Director General & CEO Prof. Elijah Songok, Ag. Deputy Director CCR, Linus Ndegwa and Ag. Director SPPGM Dr. Maricianah Onono. The two parties discussed at length on proposects of further direct collaboration in capacity building, joint clinical trials, vaccine development and release of research outputs.

During the Monday 15th April 2024 meeting, emphasis was made on how the collaboration continues to provide impactful insights through partnering with the Institute in areas of diagnosis and surveillance.

“We are grateful for acknowledging the transformative essence of capacity building, our shared commitment to mutual growth in research and advancement over the past years,” said Ag. Director General, Prof. Elijah Songok as he welcomed his guests.

HJFMRI Receives Grant to Research COVID-19 Impact on Pregnant Women and Newborns

August 11, 2020

Kisumu, Kenya -  HJF Medical Research International (HJFMRI), a wholly owned subsidiary of The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF), was awarded $1.3M by the Bill & Melinda Gates Foundation to support antenatal, intrapartum and postnatal care in the Kenya Child Health and Mortality Surveillance (CHAMPS) and Antenatal/Postnatal Research Collective (ARC) network. This cutting-edge research will address current antenatal and postnatal COVID-19 research gaps in understanding the burden of COVID-19 in pregnant women and newborns, associated risk factors, and associated maternal morbidity and mortality in Western Kenya.

This study precedes the Antenatal/Postnatal Research Collective (ARC) study, a new four-year initiative aimed at improving antenatal care (ANC) and postnatal care (PNC) through risk stratification and reducing maternal and infant mortality. ARC is also funded by the Gates Foundation through a collaborative effort between multiple governmental and non-governmental organizations. COVID-19 surveillance will be implemented as a precursor to the full implementation of the ARC study.   This surveillance study will monitor the impact of COVID-19 on pregnancy and newborns’ outcomes, with additional considerations of maternal anemia and co-infection with HIV, tuberculosis  or malaria. The study will also look at the birth outcomes and the health of infants born to individuals who tested positive for COVID-19 and the rate, or possibility, of transmission from mother to child.

“Determining the likelihood of adverse pregnancy outcomes associated with maternal COVID-19 is an essential and urgent matter at this time, and HJFMRI is proud to support the study in the CHAMPS and ARC platforms to determine this likelihood,” said HJF President and CEO Joseph Caravalho, M.D. “The research will help medical communities understand the risks—and potential methods to mitigate those risks—for infected mothers and their newborns.”

The ARC study will take place in 2020 and 2021 in Kisumu and Siaya counties in Western Kenya. The three major referral facilities are Jaramogi Oginga Odinga Teaching and Referral Hospital, Kisumu County Referral Hospital, and Siaya County Referral Hospital.

The CHAMPS Network was established with the aim to develop a long-term network of high-quality sites to collect robust and standardized longitudinal data with the overarching objective of understanding and tracking the preventable causes of childhood death globally. The CHAMPS Network’s goal—to provide accurate and timely data for decision-making on the causes of stillbirths and deaths among children under age 5—provides answers needed to support the goal of significantly reducing child deaths in lower-resource countries. This new research will enable CHAMPS to investigate risks to women and children in relation to the COVID-19 disease.

  • The incumbent will work to support the PEPFAR program in the day-to-day oversight of diverse activities and personnel executing the mission. Activities will include, but are not limited to: coordinating and responding to requests from senior management and designated program and funding authorities (i.e. MHRP, HJF Home Office, USG Embassy team etc.), and engaging with local and international host governments (national and county-level), other implementing partners, and ensuring the PEPFAR program is meeting its many qualiatative and quantative deliverables. The HJFMRI PEPFAR Country Director is the primary point of contact for PEPFAR with the MRD-A/Kenya (WRAIR DoD) Government (USG) team based in Nairobi and serves as the HJF in­country lead for PEPFAR implementation.

Responsibilities Primary Responsibilities :

  • Serves in a senior level leadership capacity overseeing all HJFMRI PEPFAR activities supporting WRAIR DoD and MRD-A/Kenya priorities.
  • Continuously drives the PEPFAR HJF/HJFMRI strategic direction and planning process for Kenya in close coordination with MRD-A/Kenya, US-based MHRP, and HJF HQ personnel.
  • Serve as the liaison with a variety of public and private stakeholders, including MRD-A/Kenya, HJFMRI staff, implementing partners, local, county and national governments, international orga n izations , and donors.
  • Fosters and cultivates high-value relationships with all relevant Kenyan Ministries, Kenya Defense Forces, county governments, and other active and potential stakeholders.
  • Develops and maintains strategic relationships and alliances with the other USG partners and funders, including private sector partnerships and advocates on behalf of the HJFMRI Kenya PEPFAR program.
  • Provides management, strategic direction and oversight to the project’s technical, administrative and financial performance to ensure effective implementation and coordination of program activities of sub-partners and supported facilities and monitor progress toward the achievement of the project-specific program goals and objectives.
  • Oversees implementation of project monitoring and evaluation activities and assures the quality of technical interventions at national and county levels.
  • Directs the in-country workplan and budgeting processes; ensures the programmatic and financial plans are in-line with overall strategic goals and that administrative/operational work plans can effectively support those activities.
  • Proactively identifies, anticipates and resolves potential problems and solicits assistance and input as needed to ensure that the project’s performance meets or exceeds technical and financial contractual requirements.
  • Presents progress, achievements, and lessons learned to key stakeholders, including funder, government, and other implementing partners.
  • Ensures timely and accurate reporting of program activities and results to HJF HQ, MHRP, MRD-A/Kenya and PEPFAR locally employed staff (LES).
  • Develops and maintains a broad, consistent, and constructive engagement with MHRP headquarters, HJF Home Office (HO) and HJF Regional Office (HRO) to foster a sense of shared community, mutual trust, and transparency.
  • Attend local, regional and international meetings, as required.

  • Provides collaborative assistance and mentoring to program personnel that require the incumbent’s expertise.
  • Maintains a safe work environment with appropriate training of other personnel.

Required Knowledge, Skills And Abilities

  • Knowledge of HIV disease, transmission, prevention and treatment. Prior PEPFAR experience is a plus.
  • Experience managing relationships with governments, donors, and other partners in a complex political environment.
  • Outstanding leadership skills with a proven track record of building, directing, motivating, and managing teams composed of technical experts, program managers, and administrative staff.
  • Excellent employee development and management skills.
  • Demonstrated ability to communicate effectively in a variety of contexts; strong verbal, written, and interpersonal skills.
  • Innovative thinker with strong analytical and problem-solving skills.
  • Excellent strategic agility, diplomatic, advocacy, and conflict management skills.
  • Knowledge of applicable USG procurement and contracting policies.
  • Fluency in written and spoken English is required.

Supervisory Responsibilities

  • Incumbent will be responsible for directing and supervising HJFMRI technical personnel in areas of care, treatment, laboratory, prevention and monitoring and evaluation to achieve PEPFAR programmatic objectives. Incumbent will work under the supervision of the Director, Global Health Program located in Bethesda, Maryland.

Physical Capabilities

  • Incumbent will work at either the HJF Regional Office in Nairobi or the PEPFAR office in Kericho and is expected to travel to the U.S. Embassy and MRD-A/Kenya supported facilities as well as Bethesda, Maryland as necessary to perform job responsibilities.

Qualifications Work Environment

  • Office environment with frequent travel to field sites and occasional international travel. May require working evenings and weekends, as necessary, to complete program objectives.

Education And Experience

  • M.D. degree, or equivalent (e.g., MBBS)
  • Minimum 7-10 years of senior level experience in program development, implementation, and management of health programs is required; prior experience serving at the director level required; management of research or medical programs experience highly desirable.
